Damaged upon arrival

Very upset, I was planning to wear this dress to my engagement party, however it was ripped in 3 places and has a makeup stain and other stain on it as well! I want to exchange it for a new one, but Lulus want to charge me an extra $54 to make a return or exchange, which is unacceptable given the conditions I received the item in.
