if you are in between sizes, I would go with the smaller size.

Wanted to love it, but low quality piece
Really cute skirt, but the quality is not great! The zipper broke after the first wear. Normally I'd just say size up, but it actually broke when I was putting it away. Not quite
It was looser around the waist than I would have liked, and so it sat too low.
