It's not a skort, it's a wrap skirt.
I purchased this thinking it had shorts underneath (it says in the description that it's attached to shorts). I thought I had lost my mind when I opened and had to go back and make sure I read the item description correctly. It is NOT a skort. It is cute but I had anticipated shorts.
