Shoulder accents look huge

Ordered for trip but too large
I usually order a small in dresses at Lulus and in other tops. On rare occasions, I fit into the xs in times that run large. This dress was very loose in the shoulder areas and bust area. Fitted in the waist. Then it was less tight than I'd like it to be around the butt. Overall wasn't flattering and a size down would've been too tight in the waist and possibly still too small in the shoulders (could be due to me being 5ft). Anyways I'll need to... Runs small
