A little too small

Cute but Shrunk
I bought this dress for my upcoming City Hall Marriage. It was perfect when it came in (even though the torso was a bit long but I have a shorter torso than average) so I was extremely excited to wash it and have it ironed for the wedding. However, the layer on top shrunk and the underskirt is now longer than the dress itself. I washed it in cold water and dried it with no heat so I don't know where things went wrong.
