Restricted movement of my arms

Looks cute but awkwardly stiff
I ordered this in a 1X for a semi-formal, and it fit me well especially since I have a smaller bust for my size. The color is more on the teal side than a green, and the shoulder part is weird. I couldn't lift my arms very well without flipping up the fabric, and I felt stiff in the dress. Maybe ordering the next size would've helped with that, but I wanted to include that caution.
